Citizens Against Economic Sanctions, (CAES), has welcomed President Emmerson Mnangagwa’s appointment of Dr Kudakwashe Tagwirei to the ZANU PF’s Politburo, describing the businessman as a people-centred leader capable of contributing to Zimbabwe’s economic transformation.

The latest appointment makes Tagwirei the party’s Secretary for Economic Affairs and Investment Promotion, adding to his recent elevation to the position of Minister of Economic Development and Investment Promotion and Senator.

CAES interim chairman, Ellison Muchenje, popularly known as Cde Samuriwo, said the appointments demonstrated confidence in Tagwirei’s ability to contribute to national development.

“We are delighted by the recent appointments of Dr Tagwirei. He is a man of the people who understands the economic challenges facing the country and the need to create opportunities for ordinary Zimbabweans,” Muchenje said.

“As CAES, we believe that Zimbabwe needs people with the capacity to mobilise resources, attract investment and stimulate production. We hope his new responsibilities will help accelerate economic growth and advance the country’s development agenda.”

Tagwirei’s latest promotion comes amid debate over Western sanctions imposed on him and their potential implications for Zimbabwe’s efforts to attract international investment.

CAES has consistently opposed economic sanctions, arguing that the measures undermine Zimbabwe’s development prospects and restrict opportunities for economic cooperation.

Muchenje said Tagwirei’s appointment should be viewed in the context of Zimbabwe’s broader efforts to strengthen its economy and achieve the country’s development targets.

“Zimbabwe’s economic transformation must be driven by people who are committed to building the country. We believe these appointments present an opportunity to advance investment, industrial growth and job creation,” he said.

Tagwirei’s elevation to the Politburo marks another significant step in his rapid rise within the ruling party and government.

He was co-opted into ZANU PF’s Central Committee in 2025 before being appointed to the Senate in August 2026. In October, Mnangagwa appointed him Minister of Economic Development and Investment Promotion, with the President subsequently elevating him to the Politburo portfolio responsible for economic affairs and investment promotion.

The Politburo is ZANU PF’s top executive organ, responsible for implementing party decisions and overseeing its day-to-day political and administrative affairs. The Central Committee serves as the party’s highest decision-making body between congresses.

Mnangagwa also appointed former Gokwe-Nembudziya legislator Justice Mayor Wadyajena to the Central Committee, while former party secretary Obert Mpofu was reassigned to the Council of Elders.

The changes come as ZANU PF continues to position its leadership and structures ahead of its next congress, with the appointments drawing attention to the party’s economic priorities and internal political dynamics.

Tagwirei’s growing influence has also fuelled speculation about succession politics within the ruling party, although his latest appointment has not been officially presented as a succession arrangement.

The businessman remains subject to Western sanctions, which have raised questions about the implications of his new role in promoting investment. His supporters, however, argue that Zimbabwe should not allow sanctions imposed by foreign governments to determine who can contribute to national development.

For CAES, Tagwirei’s appointments represent an opportunity to advance its longstanding campaign against sanctions and promote an economic agenda centred on investment, production and employment creation.
